I could use to move around the "Add Text Comment" tool around before I updated it. Now whenever I add text comment the tool bar keeps getting in the way, and I can't move it out of the way when it's blocking my view of the text.

For example, now it's somehow moved up to the top...and I don't know how to move it down from there.
