Can I prevent a viewer from editing a pdf but still have comments (notes, lines, boxes, etc.)?

I would like to know if a pdf can be locked from text editing but still allow the Comment tools to work. There is a member in our group that insists on editing the pdf rather than commenting. The comments can be tracked in the comment list but direct edit cannot.
