sharing pdf's

Hello, I do understand the feature called something like "sending and tracking".  However, is it possible to share the pdf via a simple ol'fashion link, not unlike google drive and one drive provides?  I dont really need any collaborative feedback or tracking of the pdf, since i am not operating or involved in any kind of business. I just to make my pdf document/book freely available for viewing and or for downloading freely by others.

 

To elaborate a bit, can i open up my desktop email program and manually send a link to someone else or post on my blog so that they can view and or download the pdf that i am storing on Adobe Cloud? 

 

If so, will the recipient need to have an adobe account as well, or is the link open for anyone that gets it and has access to Acrobat?  Perhaps, the second question here is ridiculous because 90% of the world has acrobat installed anyways

 

btw: I am currently using ScribD for this methodology with this particular pdf I am freely providing to others.  My pdf is a 100 page colored guide for citizens with the methodologies for reducing crime and make communities safer and stronger.  However, I am not all that pleased with ScribD and would like to see if Adobe is a better alternative via Acrobat program and plugin.  Also, if I am not mistaken, pdf's are also EBooks too, right? So this seems another way to help people freely access my anticrime resource that is not commonly available.
