Acrobat DC opaque textbox issue

We recently upgraded from XI to DC.  To highlight text in a scanned (image) document, we use the Comment > Rectangle tool, change the background color and then set the opacity to 40%.

 

DC will try to emphasize the underlying image by outlining it in a contrasting color.  In a scanned image, there are a lot of artifacts, so the outlining is a cluttered mess.  Is there a way to turn of the contrasting emphasis feature and have a simple opaque box again?  The issue is not as bad if we use light grey as the background, but it does not call attention to the highlight.  Below are two screenshots from the same highlight.
