All comments Locked by default

I'm running Acrobat XI version 11.0.0. Whenever I add any comments, signatures, etc. they are locked by default and the option to unlock them is grayed out. This essentially makes all of the tools useless. 

I've been able to add a comment using reader that's unlocked, then check the "Make Properties Default" in Pro, but the change doesn't stick.  I've searched the forums and none of the other solutions work.  I've spent hours on this, it's ridiculous.
